Position Summary: The Permit & Utility Account Specialist plays a critical role in enabling the successful deployment of Francis Energy’s EV charging infrastructure. This position is responsible for managing the full permitting lifecycle for all projects – from due diligence verification, initial submittal, approval, approval, and coordinate issuance with contractors - by working directly with local jurisdictions, state agencies, program administrators, and internal teams.
This role oversees completion of due diligence reports, submissions for zoning/planning/permits, tracks approvals, ensures compliance with regulatory and program requirements, establishes new utility billing accounts, coordinates purchase order requests, and develops internal workflows to scale our permitting operations. The Permit & Utility Account Specialist ensures that all necessary permits, accounts, and documentation are secured accurately, efficiently, and in alignment with project timelines.
Permitting & Regulatory Coordination:
- Performs AHJ outreach to confirm that due diligence processes Prepare, submit, and track permit applications across multiple jurisdictions and states.
- Serve as the main point of contact for municipalities, permitting authorities, state agencies, and regulatory bodies.
- Interpret and comply with jurisdiction-specific codes, program requirements, and permitting regulations.
- Monitor all pending permits, proactively resolve issues, and escalate delays as needed to keep projects on schedule.
- Gather and submit required documentation, drawings, and supplemental materials for each permitting authority.
- Maintain detailed and accurate permitting forecasting and schedule data for internal reporting and external compliance.
- Coordinate with contractors to ensure permit issuance is completed.
- Communicate with internal stakeholders' bandwidth and coordination for when 3rd party engineering firms are performing full permit coordination scope.
Utility Account Coordination:
- Receive utility Cost in Aid of Construction (CIAC) from preconstruction team and process check requests.
- Log CIAC payments for accounting documentation.
- Support preconstruction team with monthly billing account set up.
Cross-Functional Project Support:
- Partner with Project Development, Engineering, Construction, and Site Acquisition teams to ensure permit requirements align with project designs and timelines.
- Collaborate with Procurement to generate purchase orders for permit fees, application costs, and program registrations.
- Work with Finance and Accounting to ensure accurate payment processing, invoice reconciliation, and tracking of permitting expenditures.
Process Development & Documentation:
- Build, document, and optimize the permitting process end-to-end for the organization.
- Develop standardized templates, checklists, and workflows to streamline permit submissions across states and municipalities.
- Maintain internal permitting resources, jurisdiction of reference guides, and documentation libraries.
- Identify recurring permitting challenges and recommend process improvements to increase efficiency and consistency.
Stakeholder Communication & Support:
- Provide clear and timely updates to internal stakeholders regarding permitting progress and anticipated approval timelines.
- Facilitate meetings with authorities having jurisdiction (AHJs) as needed to clarify requirements or resolve discrepancies.
- After utility account set up, are there expectations for this role to manage the account after the site is operational.
Education and Experience:
- Bachelor’s degree in Engineering, Construction Management, Business, or related field, or equivalent experience.
- 2+ years of experience in utility coordination, utility operations, or a related role.
- Strong organizational skills with the ability to manage multiple tasks and deadlines.
- Excellent communication and interpersonal skills for effective collaboration with internal and external stakeholders.
- Proficiency in Microsoft Office Suite and project management tools.
Preferred:
- Experience in the EV charging industry, renewable energy, or utility infrastructure.
- Familiarity with utility service application processes and regulations.
- Knowledge of power systems, electrical distribution, and grid capacity.
- Prior experience working with engineering or construction teams.
