General Summary
This Sourcing Manager will support the Human Resources category. Develops, provides, and executes sourcing strategies, options, working with internal customers to conclude decisions based on technology, cost and schedule requirements, and then drives procurement to completion. Drives business aspects of complex, high impact supplier agreements in collaboration with suppliers and internal cross-functional organizations. Responsible for contract negotiations, cost, technology enablement, device development, and services to ensure capacity and supply assurance.
This role requires full-time onsite work in Mexico City (5 days per week).
Preferred Qualifications
Associate's degree and 8+ years of Sourcing or related work experience.
OR
High School Diploma or equivalent and 10+ years of Sourcing or related work experience.

General Summary

Preferred Qualifications
- Master's degree in Business Administration, Engineering, or related field.
- 3+ years of experience working in a large matrixed organization.
- 2+ years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).
- 1+ year in a leadership role with or without direct reports (only applies to positions with direct reports).
- Develops new processes and procedures and defines efficient methods for sourcing based on an in-depth understanding of standard and Qualcomm's sourcing principles, theories, and concepts. Identifies opportunities for efficiency and drives process improvements.
- Contributes to and drives execution of sourcing strategies in accordance with supplier engagements or agreements and operationally integrates sourcing strategies that are aligned with business unit objectives for products or technology.
- Provides sourcing options and recommendations to internal customers based on technology, cost, risks, and schedule requirements. Uses understanding of competitive landscape and business needs to identify and manage complex sourcing issues.
- Manages advanced data analysis to identify problems and recommend solutions.
- Executes and helps define contract negotiation strategies (e.g., terms, supply, cost, purchase agreements), including licensing of IP for integration into end products, pricing, device development and/or supply assurance.
- Collaborates internally and externally to execute projects and negotiations based on an understanding of factors such as design changes, cost targets, and changes to scheduled and quantities. Determines next steps and the associated risks.
- Makes impactful decisions as it pertains to complex issues that arise across functions.
- Manages team project priorities, deadlines, and deliverables for large and/or multiple projects and contributes to improving processes.
- Re-scopes projects, identifies resources, delegates work, and reviews the work of team members in order to address changing timelines or priorities.
- Works independently with little supervision.
- Provides supervision to direct reports.
- Decisions are more significant in their impact, influencing overall program or project success, finances, and/or the ability to meet objectives. Errors are not readily apparent due to the complexity of work process/product or time between decisions and results. Errors typically result in significant expenditure of time, resources, and funds to correct.
- Requires verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels. Role may require strong negotiation and influence, communication to large groups or high-level constituents.
- Works within the prescribed budgetary objectives of the department. Erroneous decisions, failure to achieve results may cause delays in schedules and result in the re-allocation of some resources.
- Has a moderate amount of influence over key organizational decisions (e.g., is consulted by senior leadership to make key decisions).
- Most tasks do not have defined steps; simultaneous use of multiple mental abilities is generally required to determine the best approach; mistakes may result in significant rework.
- Substantial creativity is needed to innovate new processes, procedures, or work products within guidelines or to achieve established objectives.
- Deductive and inductive problem solving is required; multiple approaches may be taken/necessary to solve the problem; often information is missing or conflicting; advanced data analysis and interpretation skills are required.
- Occasionally participates in strategic planning within own area affecting immediate operations.
- Bachelor's degree and 6+ years of Sourcing or related work experience.
Associate's degree and 8+ years of Sourcing or related work experience.
OR
High School Diploma or equivalent and 10+ years of Sourcing or related work experience.
- Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.
