New Opportunity with a Global Life Sciences Client - Construction Technical Authority (CTA)
Our client, a global pharmaceutical and life sciences organization, is hiring a Construction Technical Authority (CTA) to support the safe planning and execution of construction and demolition activities across active operational sites.
This is a hands‑on construction leadership role (not a consultancy position) with direct accountability for construction EHS strategy, contractor assurance, and compliance with corporate standards and local legislation. The CTA serves as the primary authority ensuring construction risks are effectively identified, managed, and controlled.
What You’ll Be Doing
Pre‑Construction & Planning
- Define and lead the construction EHS strategy for projects of varying scale
- Provide EHS input into contracting and procurement strategies
- Lead constructability reviews throughout the design lifecycle
- Contribute to permitting and regulatory planning requirements
- Author key sections of the Project Execution Plan, including the construction execution strategy
- Develop the Client Strategy for Managing Construction EHS
- Establish responsibility boundaries, emergency response plans, and interface controls with host site teams
- Prepare pre‑construction EHS information for contractor selection
- Write the Preliminary Construction Safety Plan (pCSP) for tender documentation
- Approve contractor EHS prequalification and authorization of key construction personnel
Construction Execution & Assurance
- Review and approve the Main Contractor’s Construction Safety Plan (CSP) prior to site mobilization
- Ensure safety schedules and construction performance noticeboards are in place before work starts
- Monitor and assure contractor performance through:
- Regular assurance and coordination meetings
- Weekly safety reviews
- Site inspections, audits, and safe‑system verification
- Ensure contractor monitoring and auditing programs are effective and maintained
- Drive continuous improvement and benchmarking across construction activities
Site Coordination & Project Close‑Out
- Maintain close coordination with host site teams to manage operational and EHS interfaces
- Support phased asset completions and ensure appropriate handover of care, custody, and control
- Formally document Transfer of Responsibility (ToR) for EHS at project completion
What We’re Looking For
Required
- Previous experience as a Construction Manager or Construction EHS Manager (contractor‑side)
- Strong, hands‑on experience managing active construction sites
- Proven track record of managing contractor EHS performance
- In‑depth knowledge of construction safety legislation, permitting, and risk management
- Ability to lead, influence, and challenge contractors and project teams
- Eligible for authorization by the Head of Construction and inclusion on the TA register
Nice to Have
- Experience with large capital or regulated industrial projects
- Background in pharmaceutical, life sciences, or advanced manufacturing environments
- Degree in Construction Management, Engineering, or EHS
- Additional safety or construction leadership certifications
